He was a partner of the Consultant Rueda, Abadi, Pereira, and Associates and currently integrates Robaina, Robaina, Gutiérrez; a Consultant with high specialization in matters of public law, being one of the founding partners. He has been hired as a Consultant to the World Bank and the Inter-American Development Bank, on topics of his specialty.
He has served as a Consultant and Legal Advisor to the Uruguayan Government in the drafting of laws and regulatory decrees on issues such as Public-Private Participation; Control of Alcoholic Beverages, and Production, Industrialization and Marketing of Cannabis.
He has been an advisor to public and private entities in aspects related to public tenders and, especially in relation to the processing of licenses (authorizations) for the production, industrialization, and export of cannabis for industrial and medicinal purposes.
He is the author of dozens of publications on administrative and tax law and director of books such as the Cannabis Regulation in Uruguay. He has participated as an exhibitor in dozens of courses, seminars, and conferences on administrative law issues in Uruguay and abroad.
