John Seckman is the Managing Partner of John Seckman and Associates and a Marijuana Industry Consultant to the Hoban Law Group. Based in Denver, John established John Seckman and Associates to take advantage of his business and regulatory experience to assist marijuana business owners, investors and regulators. This also provided an opportunity to bring together some of the top talent in the industry including attorneys, financial experts, regulatory and licensing experts just to name a few. John Seckman and Associates provides business management consulting, business valuation services and assistance to investors, buyers, sellers and regulators.
From 2014 to 2016, John was the Executive Director and Chief Operating Officer of LivWell, the nation’s largest marijuana business. John was responsible for the day to day operations of LivWell’s Colorado operations with approximately 600 employees and stores across the State of Colorado. In addition, LivWell had one of the largest indoor cultivation facilities in the nation at just over120,000 square feet. John was hired to focus on acquisitions and other business opportunities for LivWell as Sr. Director of Business Development but shortly after being hired, John was promoted to Executive Director and COO and oversaw a complete restructuring of LivWell and hired most of LivWell’s Sr. Management team. John’s unique background of law enforcement, senior executive business experience and regulatory insight as Agent-In-Charge of the Colorado Marijuana Enforcement Division, gives John an extraordinary insight to the industry, the people in the industry and the business objectives of LivWell. While John was Executive Director and COO, LivWell grew substantially and expanded into Trinidad, Cortez and Mancos Colorado while acquiring a new cultivation facility and two new Denver stores. LivWell also built a new store in Cortez, the Denver Stapleton neighborhood and a new third generation store in Denver.
From 2011 to 2014, John was the Agent-In-Charge of Background and Licensing for the Colorado Department of Revenue Marijuana Enforcement Division. In this position John managed the Background and Licensing units of the MED. John’s 33 years of experience as a senior executive in the private sector provided him with the experience to understand the often-complex business applications and backgrounds submitted to the MED. The experience demonstrated in this resume provides a wide-ranging understanding of the management in John’s background. John trained and was recertified by the State of Colorado, receiving his (POST) Colorado Police Officers Certification. Since this was a new State agency John was responsible for the creation of policies and procedures for the Background and Licensing units to meet the requirements set forth in the State Audit Report. As Agent-In-Charge, John interviewed and hire staff for the entire Division. John is also responsible for establishing work criteria for the units and monitoring the output. All of this was accomplished despite early budget constraints and a dramatically reduced staff. In this position John reviewed all of the most complex business and financing structures making the final recommendation to the Director for licensing action. John had responsibility for the staffing and implementation of the States Recreational Marijuana licensing program which received accolades from the Director of Revenue and the Governor for the superb rollout and implementation. John frequently testified in both criminal and civil matter representing the State or as an expert on the State Marijuana Regulations.
